První část příspěvku podává stručnou charakteristiku Studijního ústavu Ministerstva vnitra, který byl ustanoven prvním náměstkem ministra vnitra ČSSR Stanislavem Padrůňkem 1. srpna 1968. Úkol, který Studijní ústav původně dostal, byl jiný. Mělo se připravovat a zpracovávat materiály zaměřené na další rozvoj ministerstva a jeho útvarů, předkládat odborné posudky a revize navrhovaných koncepčních opatření a také shromažďovat, hodnotit a využívat důležité vědecké a technické informace. V srpnu 1968 členové Studijního ústavu podpořili stávající vedení státu a KSČ. V chaotické chvíli skutečně nahradili ústřední aparát ministerstva vnitra, zejména ministrův sekretariát a informační systém ministerstva. Po úvodu následuje pečlivě zpracované vydání osmi dokumentů, které Studijní ústav připravil mezi 30. zářím a 9. říjnem 1968. Dokumenty byly připraveny nejen pro potřeby vedení ministerstva, ale také československé vlády a členy branně-bezpečnosntího výboru Národního shromáždění. Jejich cílem bylo dokumentovat nelegální aktivity okupačních sil a jejich vměšování do vnitřních záležitostí ČSSR. Tyto zprávy byly jedním z důvodů, proč byl na konci roku 1968 Studijní ústav zrušen.

The first part of the paper gives a brief description of the Study Institute, which was established by the first vice-minister of the interior of the CSSR, Stanislav Padrůněk, on 1st August 1968. However, the task the Study Institute was originally presented with was different. It was supposed to prepare and process materials focused on further development of the ministry and its agencies, present expert opinions and reviews of proposed conceptual measures, as well as collect, evaluate and use important scientific and technical information. In August 1968, members of the Study Institute supported the existing state and party leadership. At the chaotic moment they actually replaced the central apparatus of the Ministry of the Interior, mainly the minister´s sekretariát and the ministry´s information system. The introduction is followed by a carefully prepared edition of eight documents which the Study Institute of the Ministry of the Interior prepared between 30th September and 9th October 1968. The documents were prepared not only for use by the ministry leadership, but also by the Czechoslovak government and the members of the Defence and Security Committee of the National Assembly. Their aim was to document illegal activities of the occupying forces and their meddling in the internal affairs of the CSSR. These reports were one of the reasons why te Study Institute was dissolved at the end of 1968.
