Jedním z klíčových úkolů po listopadu 1989 byla transformace jednotlivých složek komunistického bezpečnostního aparátu. Nejprve byla rozpuštěna Státní bezpečnost, propuštěni náčelníci rozvědky i kontrarozvědky a proběhla personální očista. Složitým problémem byla nové nastavení zpravodajských služeb a vznik policejních útvarů, vytvoření nové koncepce a právního zakotvení jejich činnosti.

One of the key tasks after November 1989 was the transformation of individual components of the communist security apparatus. First, the State Security was dissolved, the chiefs of intelligence and counterintelligence were released, and a personal cleansing took place. A difficult problem was the new setting of intelligence services and the creation of police units, the creation of a new concept and the legal basis of their activities.
