Cíle předmětu
The aim of the course is to analyse democracy and its procedures in the context of modern information and communication technologies that affect current understanding of politics, participation and democracy. The course combines theoretical and empirical approaches to demonstrate how new ICT influence patterns of party organization, new political issues, political marketing etc. Furthermore, ICT creates a pool of new issues that are brought to political agenda. The electronic world is becoming a target for states’ efforts to control electronic communication. These trends have given rise to so-called pirate parties – a new type of political parties not only in the Western world. A particular attention of the course shall be focused on the issue of electronic elections. As new technologies appear, they are used for different purposes, one of them being casting a ballot through various electronic devices –Internet, cell phone etc. The course is based on a collection of particular lectures devoted to these issues.
